it's not a full list of mains or highest level toon on account either. Just the last character to log in before the suspensions where placed on the accounts.

Unfortunately this also nailed a minority of players who likely play other emus where MQ is allowed, and they aren't tech savvy enough to know you can't just switch servers and be okay since you aren't using it. But, like I said,a minority. Fuck cheaters, ban them all.
