People use them to grind out faction as well as exp don't forget that too. I have seen many a 17 ikasr monk in there working on getting non kos to qeynos.

This isn't about having people to play with. This is about a player who I can't play with because of level difference is killing all the merbs in one zone and hogging all of my quest loots.
