Proof? Couldn't see it in the patch notes, just haynar mentioning it being on his list to do

Should affect those too.

It seems iffy.

I'm still getting some red skill caps, but they seem less common now.

Can fix my logging a character into CS, doesn't even have to be on the same account, then switch back to the toon you want to play.

It seems to fix on zones other than CS now.
Booted up game just now, logged in at Great Divide, red 230, zoned into Eastern Wastes, 252.

Yayyy.
