Trouble starting the game

This is the error I get when trying to use the Launch Titanium file on windows 10.

Move your EQ directory out of Program Files. Note the path in the command prompt, Windows\system32 - it should say your EQ directory here, but because you're running Launch Titanium.bat in a restricted folder without elevated privileges, it's defaulting to the Windows system directory instead which doesn't contain eqgame.exe.
