NPC Spawn Issue: Faction Building Npc's Missing.

Been looking for this NPC. Can't find him. I have a link to a post wich describes the quest in detail dated back from 2000.

Joogl Honeybugger is located at -615, -1190.

You say, 'Hail, Joogl Honeybugger'

Joogl Honeybugger says 'Hello. I would shake your hand, but it would [hurt]. Ooooh! Owwy!'

You say, 'What hurts?'

Joogl Honeybugger says 'I was attacked by the bixies. They swarmed on me!! I think I got too near their queen. I need that honey to make a living! Get me a bandage and I will tell you where all their worker bees buzz around.'

Give him 1 x Bandages.

Joogl Honeybugger says 'Oh thank you, ______. If you are ever going to gather bixie honeycombs pray you do not run into the queen. The only way I know of collecting the honey is by intercepting the drones and taking the honeycombs they sometimes carry. Good luck !!'

In order to spawn Slaythe and obtain his leg, which is part of the Avenger Axe, you must have indifferent faction with the Halflings. If you don't, this quest will get you there (at a cost of about 660sp or 6.6pp per faction level).

Have used track, and still cant find this NPC anywhere in Misty.

Seriously? He is in the southwest corner of the Zone inside a hut with the brother/sister thing. Within spitting distance of the druid rings.
