Quest Issue: Zimel's Blades - Is Guard Alayle Broken?

When saying "Truth is good" (I've tried several variations on capitalization) he turns towards you but does not offer any text. Handing him the note from Kalatrina Plossen does not result in A Tattered Flier nor does it result in his death. I've tried on two characters, most recently a human with amiable faction.
