Default EQEMU + P99 login and website issues [[DDOS]] ?

Urban made a thread regarding a (seemingly) EQ Emu issue however given some uncanny timing it may be all related (see http://www.project1999.org/forums/sh...ad.php?t=78586)

Symptoms :

Attempting to connect to main login results in a global login patch server connection failed message(aka 'you have no internet connection).
Simultaneously all of Project 1999 websites are unreachable/ or very slow to respond.

Indirect solution? :

Continuously attempting to reconnect to P99 sites and after around the three to five minute mark results in the websites responding.
Coincidentally the global server login becomes available.

Upon logging in, you can reach the character select (unlike the infamous P99 login bug we still have), however it won't go into the game.
Repeating the login a few times usually allows one character to get in.

Once in the game, global ping is noticeably high, with people reporting +400 ms to their average latency.

Meanwhile the P99 websites are still slow.

If you logout/zone/crash it has a high probabilty of all happening again.

Thoughts :

This feels more like the result of a DDOS, which would explain why the emulation global login, P99 stability and P99 websites are inconsistent. It must be hammered from the top down.

Curious to see if any non legacy servers are suffering.
