has anyone tested the 10 min de-aggro if you are within chase distance or the 30 sec de-aggro when you leave distance ?

depends on which 17 year old internet forums posts you look at, but evidence seems to point towards it being A Thing, details are pretty fuzzy though so in all likelihood we have a very non-classic implementation of the mechanic

the mechanic existed on live in era but it was restricted to specific zones -- mostly large outdoor kunark zones.

It may actually have been an unintended thing resulting from a pathing issue, as when the mobs hit leash distance they would sprint off at full speed into the ether, not return to patrol spot. Definitely not a remotely classic implementation if it works in every zone and as described.
