If the bubble is in the center, your surface is level. That's how to use a level.

I've been having this problem too. Does anyone know how to beat the level where Sir Lucan's throwing barrels at you?

No.
WHAT PROGRAM IS USED TO CREATE LEVELS FOR EQ?
Levels don't just appear from Tunare's oiled palm or Cazic Thules torn anus.

You mean the zones.

I would imagine Sony has their own custom "EQ world creator" string of code tucked away somewhere.

Hey who says they don't. I thought Cazic crapped the whole world out!!!
you mean it was really the result of a hand job from Tunare!!!!
OMG were just a bunch of Johnny Cum Latelys!

OpenZone. Although if you lack the intelligence to realize that Google is a better option than the P99 forums, lots of luck to you.

Project1999 uses no unified "level" creator. Each zone must have spawnpoints, loot, npcs, grids & paths created separately. Most information is handled by SQL, paths & grids are created in game. Scripts & events are handled with Perl.

Also, the graphics for a "level" or "zone" are included in the CD-ROM for titanium. We do not support adding on "levels" to the game, as we believe that EverQuest in its prime is up to Velious, which we are trying to recreate.

So yeah, that means we won't take a level, no matter how good it is. EQEmulator.org might though.

They have a tool for graphic designing levels. It's called openzone. Since we are using pre-rendered geometry and models, this does not apply to us, as they are already there. To make a zone we do what Aeolwind previously stated.
