its a WRIST item, but it says the effect is a Combat effect. how does this work? is it just a proc?

Blocked a hit with my CoS once... and didn't disappear.

It adds a proc on live. Pretty sure on p99 the effect is removed. The wiki is a subset of the internet, don't believe everything you read on it.

To confirm, there is no cleanse on any armor pieces on p99?

Can only speak for the tier'dal cultural but its certainly not on there.

i never have. my armor has gotta be completely covered in rotten froglok guts by now.
