This may be a noob question, or a question that has already been answered but I was unable to find, but is there any way for Ogres to get into Kaladim to turn in crushbone belts or pads?

No chance.
I'm not sure if faction work for Canloe Nusback (http://wiki.project1999.org/Canloe_Nusback) is even possible, and if it is... you'll level beyond the point of making CB belt handins worthwhile :p
Better to pass them over to an alt who can hand them in, or sell them to others :p

Wolf form? Not sure myself but it does raise faction in other places. Deity may still be a problem, especially if you follow Rallos Zek.

There is definitely a chance... won't be easy.
You'll have to kill lots of CB orcs to get non-kos to the dwarves in wolf form, turn in belts with wolf form to your hearts content and you will be non-kos to the dwarves.
My Iksar is currently non-kos to Rivervale(merchants/deputies), Neriak(merchants / guards), and Trolls(guards, merchants, and SK guild), next on my list is Kaladim and Freeport.
Faction is definitely possible, just tedious. Also I believe there is also a quest for ogre heads turn in for dwarf warrior's guild faction.. lol
However, I think Kaladim will ruin my dark-elf faction so I'm still looking into it.

This is my guide of getting accepted into Kaladim and the merchants, myself, I am a ogre, so this is a VERY contriversel faction for me because Ogres hate Dwarves and Dwarves hate Ogres.
Anyhow, first, go into CB and slaughter, literally, hundreds to thousands of orcs. Doing this will allow you to gain massive faction with the elves, and the emerald warriors so you can practice in GFAY.
Now, you probably have around kindly-ally with dwarves. Take all the CB Belts you collected and turned them in. I collected three bags and my faction with Craknek Warriors was easily repaired with a few lizardman quests.
Then, go kill the bandits in Butcherblock for faction with the Miners (Rogue) Guild in Kaladim. Now, you can roam around Kaladim freely!

I had a try at this on my troll SK, by the time I was "warmly" to the Felwithe/Kelethin guards I was still kos to Nusback in the dwarf warrior guild...maybe wolf form is an option, but you're talking about a shed load of hours invested in factioning for a quest that gets you hardly any XP for belts above L8-9.
Along the lines of wolf form, would getting a high level enchanter to charm him yield any result? (He'd turn indifferent etc).
It's a lot of hassle for not a lot of XP gain. Also be wary of Allakhazam, there's all kinds of supposition stuff posted on there :/

This is surprising to me. Here's been my experience: Nusback is on Storm Guard faction, i.e. the same faction as Kaladim guards. This faction is raised every time you kill a Crushbone orc or a goblin in Butcherblock Mountains. If you kill a LOT of orcs and/or goblins, you can raise this faction to dubious, which lets you navigate South Kaladim (the part of the zone connected to Butcherblock) with near-impunity (only exceptions are the bard Kilam Oresinger and the part of the zone with Kazon Stormhammer, the king of the dwarves). At that point, I believe you can hand in belts. Certainly Canloe Nusback isn't going to kill you - the real question is what faction you need to hand in belts and pads.
I've managed to get all of Butcherblock except for that fucking bard to like my iksar monk Ridley (I'll get the bard too, after some faction grinding in Mistmoore). However, I was greatly aided by the skill Sneak, which is invaluable for faction grinding. What I did for Storm Guard faction was get a ton of belts and pads, get an invis outside of Kaladim, run in, get behind Canloe Nusback, put on Sneak, de-invis, and hand in belts and pads. He did not turn around upon hand-in, and indifferent faction (which is what Sneak gives you) is enough to do the turn-ins. Wolf Form may fulfill much the same function, though it's outdoor-only and doesn't stick upon zoning, so I don't think it's possible to get Wolf Form inside Kaladim. If you don't have Sneak, you'll have to kill a ton of orcs and/or goblins to get to dubious first. Also make sure you do the slave key quests whenever possible.
So the point is, it's certainly possible, but it's very time-consuming, especially without Sneak. Certainly by the time you manage to get good enough faction with Storm Guard to hand in belts and pads, you're not going to be getting good EXP from handing in belts and pads. The reason to faction grind Kaladim is for fun or for the convenience of banking there, not for belt/pad EXP.
ALSO: major caveat: doing the Crushbone belt/pad hand-in quests WILL destroy your Craknek Warriors faction, which is the warrior guild in Oggok. This is not the same as the Oggok guards, who are on Clurg faction, so you'll still be able to get around the city (I believe), but just an FYI.

I did this quest on my Iksar necro. I had him solo in Crushbone until about level 18. Then he was dubious to the Dwarves. I turned in 4 backpacks full of belts and he's now indifferent and the merchants in Kaladim will sell to him.
I did the Skinned Halfling Quest on my troll. He's now turned in 8 backpacks full of belts and the Kaladim merchants still won't sell to him. I have no idea why =/ Craknek faction is completely bottomed out I've turned in so many, yet the merchants are still dubious and will not sell.
Leveled an iksar monk in crushbone from like 6 to 15 and then turned in belts.
Warmly with dwarves :P

charm by a high level enchanter would work as someone mentioned if anyone really wanted to skip the leveling in crushbone part.

Yeah I swear Iksar have less of a faction hit starting out than Ogres/Trolls. Makes no sense, Iksar are supposed to be super KOS to everyone.
Also the Ball of Clay item gives Earth Pet Illusion, doesn't that affect faction?
