Mage spell help

Hey all, I had a quick question. I heard that the spell Dimensional Pocket is only acquired in Erudin (other cities as well such as Neriak but I play a HE mage). Is this true or is there a closer city/easier way of getting this spell?

"Libraries" means that spell is available in the libraries at Erudin, Neriak, and Ak'Anon

I got all of my summon spells at akanon. get them all and bank them, it saves going there again

I got mixed up because of the name. Isn't Ak'Anon the Halfling or Gnome starting city? Also, approximately how much do all those spells cost together?
