Minecraft.
The most interesting and well-managed public server is doing its first map reset soon, the first testing stage ends this weekend and it will enter a "beta" testing stage this weekend and launch soon after that. It's a fairly large server and caters towards society building, politics, and government. It's essentially vanilla Minecraft but there are quite a few overhauls to make the game more "realistic" and better adapted towards real life society. It doesn't require mods to play on and will most likely run on 1.5.2, although it may be 1.5.1 as that's what the test server is running atm (it's easy to roll back to 1.5.1).
If anyone would like to join me when the server resets, just send me a PM here.
There's at least 20 public communities (towns, cities, etc.) as well as a handful of business/religious type organizations already forming. We can get together in IRC or Mumble sometime to discuss who we would like to join, if anyone shows interest. Due to some of the aforementioned systems, playing on your own is possible but extremely rough as getting involved in the trade economy is very advantageous.
