Texture Patcher doesn't Work?

I downloaded, unzipped into my Everquest folder and ran the texture patcher (found here: http://www.project1999.org/forums/showthread.php?t=87281&highlight=female+human+helm&page=2) but armor/graphic issues still persist and none appear to be fixed. Any suggestions?

Edit: I am specifically trying to fix the black spots on male dark elf plate BP.
