Simple question can an lvl 50 monk MQ this book for the necro Words of Darkness quest. was not sure if rep is needed. Thanks!

Should be able go unless you've trashed your SolRo faction on either character. Alternatively, park the necro near the jail and have the monk keep it cleared til the book drops. Log over, loot, gate out.
