Someone takes your social security number and uses it to get your college transcripts...by forging your name. Fraud? ID theft?
If parents who are funding said education, I would think not. Especially if they are claiming said college student as a dependent.
If a random person, though I'm not sure what that person would want with college transcripts, yes.

Not a lawyer, but...
Forgery, Identity Theft, and False Pretense are crimes.
If you know who, then notify local and federal authorities.
- Social Security Admin. Office of Inspector General: using a person's SSN in the commission of a crime is a no-no
- Department of Education (not sure who does their investigations): seems like a FERPA violation (Education Privacy Act)
- Postal Inspectors: since they used the mail
However, there might not be a whole lot the local law enforcement can do, if their resources are limited.
Also, obviously, keep an eye your credit reports-- having your SSN out there in the wrong hands is never good.
But are you sure you did not mistakenly give them authorization? IOW, did you sign something without reading it?

Do you have a common "John Smith" / "Fasial Mohammad" type name?
