Lets get a compilation resource thread on when aggro weapons proc.
***IMPORTANT***
This list is not in any particular order of effectiveness except just level when procs. I believe it's a generally accepted theory that higher dps weapons up until you can proc Ykhesha weapons will yield more aggro overall.
Blade of the Black Dragon Eye: 50 (Stun+Poison Dot)
Ringed Mace of Yak: 50 (Stun+75DD)
Silken Whip of Ensnaring: 50 (Snare)
Blood Point: 50 (85dmg Lifetap)
Sarnak Warhammer: 46 (Stun)
Trochillic Skean (NODROP): 46 (Stun+Poison Dot)
Kunzar Ku`Juch: 40 (Snare+11dmg DoT)
Yak Scimitar (NODROP): 37 (Stun+75DD)
Yak club: 37 (Stun+75DD)
Yak sword: 37 (Stun+75DD)
Journeymans Walking Stick - 35 - (Tashania Resist Debuff)
Axe of the slayers: 30
Gnoll Hide Lariat: 25? (Stun)
Woe: 20?
Obsidian Shard: (16 Stun+25DD)
Glaive of Marltek: 15
Goblin Skull Crusher: 15
Polished Granite Tomohawk: 10
Whip of Strangulation: 10 (20DD + DoT)
Smoldering Brand: 1 (14DD)
*In my experiences I've used high DPS weapons until around 40, in which then I used a Kunzar Kujuch+Yak Club which held a ton more aggro. Once i hit 50+, I used Ringed Mace of Yak (Yak scimitar will do just fine since it's the same dly)+Trochilic's Skean (poor man's BoBDE). I've tried RMoY+Yak Scimitar, but i've found that the Trochilic's Skean in offhand yielded significantly more aggro and proced about 25% (no i didn't parse this) more often. The other reason why I really like the Trochilic's Skean is the duration stun. The yak is an instant stun, but sometimes the Skean's stun will freeze the mob for a few second which is awesome like the Tstaff for monks.
If i could, i'd do BoBDE+Troch Skean...until epic, which then I'd probably do Epic+BoBDE.
**Dex buffs are definitely a noticeable help, though I feel there's diminishing returns on higher lvl dex buff, at least in my experiences so far. So don't feel like you're a gimp if you get a lower lvl shammy dex buff versus a lvl 60 shammy doing his best dex buff on you. But defintely don't underestimate the utility of a shaman in your groups. 95% of the time my groups will have a shaman because I pressure my group to be patient for one...9/10 times it's well worth it!
***Feel free to add others! Need confirmation on some weapons...just need a 2nd post from someone saying they're at least 90% sure that the lvl number is correct!
