I've been on this server a few months now and loving it. I probably will never hit the raiding game (as fun as it sounds from these forums). One thing I think is so funny is how much the community seems to want rules for everything. What about just the "be cool" rule? No matter how many rules there are, someone will find loopholes and now you got an ass that not only is an ass but now has "rules" behind him.
"The rules say you must be 3 feet from mob spawn to claim camp! You are 4 feet! I take spawn!"
Maybe we just need to agree on some good ole fashioned unwritten "be cool" rules? I remember one of my favorite was from way back in the day on VZ. ( I played most all of my time on Vallon) The loot and scoot rule. Good solid unwritten, un gm enforceable be cool rule. You died, get your body, leave the zone and maybe we'll fight again later sometime (until the guy does something that revokes his LnS priviledge). One reason I don't try Red is because I know they'll just be some guy corpse camping the hell out of you even though you're gonna leave the zone and then tell you "the rules say I can kill you on CR so it's ok!"
Just a random thought while at work and procrastinating being productive.

Don't let people camp lawyer you off a mob. Tell them to petition if they feel its worthwhile and tell them to wait patiently until they receive a response. If that's not cool, then they'll try KS'ing your camp... and you then put a petition in.
Lose/lose for the lawyer.

Internet asshole theory and all that.
It's a great wish and I would love for it to happen but there's no way to tell something is going to happen until it does. Rules dissuade people from doing certain things they would otherwise do if there were no rules.
Consider this: as loose or strict as you see the rules on the server, think about the number of people you hear about that are banned or suspended for any length of time because they broke the rules. Those same people (and others who weren't even caught) are literally playing up against and going across the rules that are put in place even if it means they may lose hundreds or even thousands of hours of progress. What makes you think they want to be cool.

I agree with you Velerin I played on VZ myself and I do remember the loot n scoot rule and it was great you could get your gear buff/med up a little and then get outta dodge and no one would mess with you unless you provoked further action. Every once in a while you would get the ass that didn't care but it was rare.
Unfortunately people like to compensate for having a small dick or whatever and take shit out of people and there is nothing you can really do about that. I just choose to be part of the solution and not the problem.

Yeah internet asshole theory is very true. There's definitely rules that are required, such as anything that exploits the server or player harassment, etc.
I was thinking more like:
camp rules
Is the bard causing "zone disruption" or did he claim the camp of 200 mobs?
Can the lvl 60 camp Emperor Crush since he is at camp or should he give to the others in zone?
or raid rules
FTE
rotations, etc.
I'm the first guy to say screw it, you want gnoll A so bad, I'll go kill orc B. It's just a game.

"Be cool" rule the OP suggested would not work because too many people aren't cool. They are assholes!

Yeah the Be Cool rule works great in L.A and Oakland why not incorporate it here.
When someone breaks into my house ima be like "Dude, that's not cool bro. Be cool bro, be cool.

Hah, you're comparing a video game to someone committing a crime, invading your space, and threatening your life...not quite the same thing.
Good example of "Be cool" rule:
I was camping AC, I went LD, come back 2 minutes later, sure enough a dude is sitting at camp.
I told him I just went LD and asked for camp back. By the rules he could've said "nope camp's mine now" but he was cool and said "np", and went on his way. If he didn't I would've been like whatever that sucks and headed out.
But yes, most people on the internet are not cool and love being an ass behind the anonymity of the computer world.

I'm not so sure. I know the internet is full of assholes but I feel like the naysayers are missing some points:
You don't have anonymity on P99; your character's name/reputation is at stake with everything you do
Psychology/Sociology has also shown that peer pressure can be just as good at enforcing rules as having cops. There's no law about picking your nose in public, but when was the last time you saw someone doing it in a social setting?
I really believe that if everyone on the forums agreed to an "unofficial" rule, and they talked about it in groups in-game, that "rule" would spread, and people would adhere to it out of fear of social ostracization. The hard part is finding a rule, official or not, that the entire community can aggree on.

Being an asshole in this game unfortunately pays off for a good majority of the people, especially when coupled with lawyerism and rule-straddling techniques.
Ever watch the skit on Impractical Jokers where they cut people in line at the movie theatre? That's a more proper comparison.
Like I said earlier, I would really like to agree with you but fwiw, any guild (and there would be enough of them) could choose not to adhere and it would ruin the agreement (see: raid schedules).
If you live in the United States, there are so many laws and rules that surround you, that you, as a normal, healthy, law abiding citizen never even think of.
For example, in Florida its a crime to not yield to an ambulance or fire truck with their sirens and lights on. But, most people are going to yield to an ambulance immediately anyway - it's a natural thing, you want your fellow man to get the help they need as soon as possible.
That's how it is on P99 as well. Rules exist, but most people know to not KS someone, or to not train someone intentionally, or to not use hateful slurs at fellow players. The rules are there for that other 1% of the population, who may want to hurt you, or may take advantage of you. It's to dissuade them, and to have some sort of justification when you punish them. (Look! It's in the rulebook you agreed to!)

Be cool doesn't work when competing guilds that dislike each other exist simple as that.
The people in said guilds won't care if the people in the other guild thinks they are cool or not because they already hate each other anyways
