..while I have been largely /popcorning about the WI RnF BS today, there have been a few points brought up that are both valid and should be addressed. I will attempt to point out on major drawback in the argument that Bumamgar made, stating that "it is my choice whether or not to abide by the player-made rules. I also intend to open a forum for people to talk about why the current SERVER rules are actually inadequate to the current raiding environment, in the hopes that they will be annotated to include some key information. Let us first revisit the post by Nilbog, in which the SERVER rules are set out. These rules are the ONLY rules that any player or group of players are BOUND to follow regarding raiding, and Bumamgar is quite right in asserting his right to agree or disagree to follow them:
Raid System<o></o>
<o></o>
Thank you to everyone for your suggestions over the past while and we have taken bits and pieces from different aspects of your suggestions to try and build a system that we feel is fair. We want to promote fairness and competition. We understand that people are here for different reasons and you want to play your own way but it is important to follow these rules.
<o></o>
The new raid system will be introduced with the launch of the Plane of Hate. As soon as Hate is patched in we will be removing the rotation. We understand certain sides may or may not have gotten equal turns through the entirity of the rotation but we have chosen this date regardless of who has a certain amount of kills.
<o></o>
Thanks to Nizzarr to helping getting the ball rolling with a top notch proposal.
<o></o>
Spawn Variance<o></o>
<o></o>
A variance of +/- 48 hours will be added to the following: Lord Nagafen, Lady Vox, Cazic-Thule, Innoruuk.
A variance of +/- 24 hours will be added to the following: Dracoliche, Maestro of Rancor.
*Phinigel will remain a static 12 hour spawn.

Raid Rules<o></o>
<o></o>
You must respect other players and raid forces. If a raid force is at a raid target before you are than you are not allowed to engage that monster before they take a shot at it (Within 30 minutes). If that raid fails then you are free to take your shot and so on.
<o></o>
If a raid force is at the raid target and you begin gathering your own forces you are required to give the raid for that was there first a grace period of 30 minutes. Upon the arrival of your own raid force you must give them a 30 minute warning. If after 25 minutes they have not engaged the creature then you are free to give them a final 5 minute warning. After the 30 minutes are up you are free to engage the creature (Screenshots and logs of your attempted communication will be required).
<o></o>
FAQ<o></o>
<o></o>
Q: What is a raid force?
A: For technicalities sake we will define a raid force as a gathering of 15+ people.
<o></o>
Q: What if I engage first?
A: If you are not the first raid force at a target, and you engage the creature before their 30 minute grace period is up then those involved in breaking the rules will be banned for fourteen days for the first offense.
<o></o>
Q: Both raids got here simultaneously. What do we do?<o></o>
A: In the rare case that both raids feel they got there first than you can either work out a compromise on your own or if in a dire need, use random 100... srsly.
<o></o>
Q: Can we continue to camp the raid mobs?<o></o>
A: Certainly. If you want to have fifteen of your guild members sitting at every spawn site (six mobs to be precise) for 96 hours straight anticipating a spawn with the ability to mobilize not only those fifteen people but as well as any other required members to kill your intended target, all within the 30 minute time frame. By all means go ahead. I am sure after a few failed sessions due to not being able to mobilize quick enough, people won`t be willing to sit there for 4 days straight for months on end.

Q: Can we stall for time?
A: We understand that sometimes you have to stop to buff or med up or prep or whatever. Please avoid stalling for time for the sake of stalling. If you are the only guild after a target than you are free to to take your time, but as soon as a second guild is sitting behind you prepping that should be your sign to speed things up and get to the target (if you are not already there).
<o></o>
Q: Will the planes be open to everyone?<o></o>
A: Yes. Please be respectful to your fellow players and respect their space. If there is a guild getting ready to raid Hate for some armour and they start pulling creatures, don`t go up there and sit on top of them pulling mobs in their area as well. If Guild A is doing Hate, then perhaps Guild B should be doing Fear. Basically, don`t be a douche bag.
<o></o>
Q: Why is there a spawn variance? This isn`t classic!<o></o>
A: While we strive to be as accurate as we can in terms of classic content, this is something that we feel is necessary to keep things running smooth. The spawn variance method we believe will prove to promote both fairness and competition. Please note that we do not refresh the mob spawn times with a crash or patch. On live all raid targets re-spawned with a patch which usually caused bunches of raid targets to spawn. So on live Nagafen or Vox kills were not always exactly one week apart.
<o></o>
Q: Why did you remove the rotation?<o></o>
A: While the rotation has worked extremely well in the past few weeks, it has always been seen as a temporary solution. It works great when there are only two guilds that are involved but as soon as more guilds get closer to being able to raid it becomes a little bit less viable and thus we have decided upon a spawn variance.
<o></o>
Q: Where can I deposit my tears?<o></o>
A: As always your tears and crying of favouritism are important to us; for without you we couldn`t possibly run things around there. You are the wind beneath my wings. Please direct your tears to the Petition/Exploit Forum or in more serious cases of hissy fits, Nilbog's Inbox.

These rules are subject to change, but as of now, they will be enforced with the opening of the Plane of Hate.

Thank you.
A major inadequacy in these rules is that while they are very clear and straightforward, they do not address individual situations, for example, the Cazic Thule raid. When CT spawns, he spawns the entire zone with him. With the current SERVER rules, the 2nd raid force can call 30 minutes on the 1st raid force as soon as CT spawns, which is patently ridiculous as it takes several hours to clear the plane to safely engage CT. The PLAYER MADE rules address this situation with a race to kill golems within a certain time limit to cement claim on CT for 8 hours. This may not be a perfect system, but it seems to work well enough for now. If certain guilds throw the baby out with the bathwater in this situation, I forsee those guilds never being able to take down bosses like CT because the other guilds will enforce the technicalities of the server rules on them, and take their camp LEGALLY by the edicts set out by Nilbog.

This is just one example of how the PLAYER MADE rules offer benefits to the players who choose to agree to them, over the current SERVER rules. I'm sure that many others (who were more involved in the creation of the PLAYER MADE rules than I was) can offer up more reasons why agreeing to abide by the PLAYER MADE rules is beneficial to players or groups of players (please do).

Just for reference, here are the current PLAYER MADE rules:

Proper way the 30min timer works, this is to be applied in all situations where the timer is used.

* You must have a force of 15 or more to call a target. This is a firm number. If you had 15 members, 2 died and a second guild zones in while you only have 13 in zone the second guild has the right to call first shot at a mob. “We were in the middle of rezing” or LD members will not be a valid argument for having less then 15.

* The timer on the first guild starts when a second guild calls 30min.

* After timer starts you have the full 30min. Wipe as much as you want, let your numbers drop, etc.

* All calls are to be done in Shout so everyone in zone can see.

* The 30min timer is a timer to ENGAGE the mob. If the timer ends when a guild is actively fighting the raid mob the second guild cannot engage the mob until the first guild wipes or the mob resets (which would be from a wipe most likely).

* It is the responsibility of the second guild entering a zone to call on the first guild, however the first guild does have the right to make their target known in effect starting the timer on themselves. This could be used by a guild that has exactly 15
to announce their intention and protect themselves from having their mob called if their numbers drop below 15.

Draco, Vox and Naggy

* First force of 15 in zone can claim the mob. There is not a special pull spot for these mobs; simply being in the zone is enough to call the mob.

* Normal 30min timer is to be used for these mobs.

Maestro and Inny

* First force of 15 gets claim on the mob as normal but timers are different.

* When the 2 clerics near maestro room or the 2 Ashenbone Drakes from the upstairs area for Inny die a 20min timer to engage is started on the guild claiming a mob.

* Anyone can kill the Clerics or Drakes to start the timer. A second guild can kill the mobs to start the timer on the first but if they do so they must announce it so the first guild will be aware of the timer.

* If both mobs are up one guild cannot call or start the timer for the second mob until their first boss is dead. After the first target is dead the second mob timer can be started as normal.

* If both mobs are up and one guild is there working towards a boss and has killed the Clerics or Drakes which would normally start the timer and a second guild zones in, the first guild has the right to switch targets. If this is done the first guild must announce what their target is to avoid confusion.

CT and the Golems

* 15 ppl minimum is raid force

* In order to lay claim to CT you must kill 2 out of 3 golems. The first raid force in the zone has 30 minutes uncontested to kill 2 golems once they are issued a warning by the second raid force of 15 that enters the zone.

* If the initial raid force kills two golems within their 30 minute timer they will be awarded first shot at CT. Once the plane is free of mobs (with the exception of pets) that guild will have 10 minutes to engage CT. If the second raid force that issued the initial golem timer remains in the zone with a raid force of 15, they will gain second shot at CT in the event the first raid force wipes to CT. If the raid force that issued the golem timer falls short of 15 after the golems die than the next raid force of 15 in the zone may lay claim to second shot at CT.

* It is up to the second in line to issue the 10 minute timer on CT.

* If the initial raid force fails to kill the golems within their 30 minutes the golems will no longer be “claimed” and whichever raid force kills 2 of the 3 golems first will be awarded first shot at CT.

* If 3 different raid forces kill one golem each, the CT claim will be decided by a roll between each raid force that killed a golem. The raid force that was first to be in the zone with 15 will be defaulted second shot at CT provided they killed one golem, otherwise the order will be determined by the roll.

Camping a Boss spawn

If two raid forces of 15 people remain in the zone of a raid npc with the intent of camping the spawn the first raid force with the 15 minimum will have rights to the first attempt provided they meet the roll call from the second raid force upon the actual spawn. A roll call will be made in shout by the raid leader of the second raid present with 15 people. The raid force who was there first is then REQUIRED to have at least 15 members reply in shout with “present” within 60 seconds. If the raid force that was there first fails to have 15 people reply within 60 seconds, the attempt will be awarded to the raid force who was there second. Once the 60 seconds has expired ,the second raid force will also have 60 seconds to shout that they are present in order to confirm claim. In order to maintain “being there first” during a camp, 15 members must remain in the zone. At any point of that number goes below 15, then first shot would change to the raid force who is present with 15. A roll call is only to be used if there is more than one raid force in a zone and then a raid mob spawns.
There are many other great reasons to follow these rules, let's have a forum here to point out the good reasons for others (even those who were not involved with their creation) to abide by the willingly, rather than have the technicalities and loopholes in the SERVER rules enforced on them should they decide they are not part of the PLAYER MADE community.

Let's keep this constructive.

Apparently while I was writing this, Nilbog posted that he is making an annotation to the server rules.. :P

We'll see what's up with that I guess.. But my point still stands that the player made rules were made for good reason, and shouldn't be treated lightly by up and coming guilds.
