Sparring armor question

lists Pile of Granite Pebbles (http://wiki.project1999.com/Pile_of_Granite_Pebbles) as an ingredient, wiki doesn't really say anything about what drops them and lists them as a blacksmithing recipe that doesn't show up on the blacksmithing page. Also the quest verbiage says a few times that you need to "tailor" the husk and pebbles, is there a skill check and/or required tailoring skill?

Is the granite pebbles (http://wiki.project1999.com/Granite_Pebbles) quest the only way to obtain these or is there a recipe that is just not listed?
