DoT Question

At the start mobs took full damage if were in motion. Later overall damage was increased slightly but they took less damage if they were in motion. Which mechanic do DoTs currently use?

Dots announce the dmg per tick now, so you can see how much...and it is irrelevent if the mob is moving or not (unless the chat log reports wrongly).

Wasnt it only rumor'd that mobs took more damage from dots when rooted, only to prove that it didnt matter once they started to show how much?
