Which merchant? Looks to be double price - what is exactly what a 'greedy' merchant sells things for. Might want to see if the one you're looking @ is 'greedy'.

Basically whenever you go to the most convenient merchant (eg. the first one you see after entering Qeynos) they're going to be "greedy", because everyone uses them and highly-used merchants are "greedy".

I'm too lazy to check the wiki myself, but I bet another (less convenient/greedy) merchant sells backpacks in Qeynos.

It could also be a faction issue, I believe Tubal is on Corrupt Qeynos Guards faction.

Greedy Merchants sell at 2x price and buy for 1/2 price. It's a nasty thing.

Tubal Weaver was always the merchant with the highest prices and bought for the least. I alway headed in to the store just around the corner (where the rat quest is). As others stated, this is the case for all of the conveniently located vendors. It is also how it was on classic back in the day.
