No they have time. They restored a rotted corpse for me. You have just been denied.

Did you do it on the petition/exploit forum? If it's a deleted character restore, it needs to be petitioned there - I do restore's every couple days. If it's just a rotted corpse, it's probably already been pulled up. If you log in it should be within the vicinity of your character.
