What i did around that level was kill the 2 rabid wolves / bear in qeynos hills and then turn in the pelts at the qeynos cleric guild. I think you get around 2 plat per turn in? I did this until I had about 100pp then I bought a full suit of banded. http://wiki.project1999.com/Rabid_Wolves

East Commons is the major hub of commerce on this server. I would actually recommend buying a weapon instead of armor at your level. Assuming you're meleeing everything, having a solid weapon will make the process go by so much quicker. Not to mention that some weapons for even low prices can serve you into your 40s. One option that stands out to me is the Wraithbone Hammer which normally goes for 75-150 pp. 8/26 with +5 str and +2 wis. I'm sure there are even better options at the price of 75 pp-150 pp. IMO, choosing a wep over armor is also good because it will let you hunt wisps around 11-15 which is where you can make some solid cash.

True, a weapon would be a better buy, when I started the server was new and there wasn't much for sale so I used a fine steel spear until lvl 30 : D That said you can always do both if your willing to farm!
If you can make it to KC you could pickup quite a bit of no drop gear that will be rotting: Jarsath armor (http://wiki.project1999.com/Jarsath_Scale_Armor), Supple Scale Armband (http://wiki.project1999.com/Supple_Scale_Armband), and maybe even some JB Gaunts/Boots.

Is it pretty common for this stuff to be given out for rot loot? If so, I need to get my cleric over there.

Yes - supple scale and Jarsath leggings will be the two "rares".

once you can handle willowisps, farm them until your eyes bleed in NK and turn in lightstones/greater lightstones and sell the books.
at 18+, the goblins in perma drop ore that is super heavy but some of it vendors really well.
at 22+, I was able to kill the full sized mammoths in EF right outside of perma. they drop tusks that sell really well - again, super heavy, so lots of running to the shaman spell vendor to sell things, but it's nice having a vendor close by. Sometimes these would be camped but if you can figure out their spawn/pathing, its easy to to find a couple that aren't being killed. Otherwise you can revert back to killing goblins for the ore.
between those three, I can't tell you how many hours I put into farming, but it was the best plat I could find for the levels, and now that I'm 30+ I feel like I am extremely well geared for a non twink. I think the value of my gear totals to around 8-10k plat. if i could stomach it more I'd keep doing it until I could afford a haste item, but I'm sick of farming plat at this point and would prefer to just level up, since plat comes so much easier at the higher levels.

Honestly I kind of disagree with all the responses to the OP. EQ has a (general) rule:
level up, then earn plat > earn plat, then level upThis rule is especially true for Shaman, who don't really need gear at low levels ... and I say this as a 56 Barbarian Shaman who used only looted gear until my late 20's (when I was given some gear; I didn't spend a copper until much later).
The difference between wearing cheap armor you looted off gnolls in BB (or wherever) and the best armor you can afford after spending hours earning/saving plat at low levels is almost not noticeable. On top of that, at low levels a shaman "root/rots", ie. you DoT the monster, root it, and wait for it to die. When you barely ever get hit (ie. only when the mob breaks root) that difference really is meaningless. Similarly, for Shaman weapon damage is so small (relative to DoT/pet damage) that the difference in damage between the best weapon you could possibly afford and a simple club that you loot off a BB gnoll will be very small.
However, it will take you awhile to run over to EC, hang out until someone selling banded appears, buy it, and run back. And if you find out you don't have enough plat, and start spending time killing spiders, skeletons, and other newbie cash critters that's going to eat up more time. If you spend all that time on leveling instead you'll get to higher levels much faster. Then, when you reach your 30s (or better yet 40s) you can finally start thinking about buying gear. You'll have all the plat you've saved up until that point, and you'll be able to kill monsters (eg. Hill Giants) that drop MUCH MUCH more plat than anything you could have killed in your teens or 20s.
At the end of the day, if you don't worry about gear now, spend all your time leveling, an then earn plat/buy gear in your 30s/40s, you will have better gear and be higher level than the guy who wastes time trying to make money and buy gear early on.
P.S. Of course, everyone should do what's fun and play however they want ... I'm just arguing that the more efficient route is to level without buying gear.
