Don't charge based on the level of the character you're powerleveling. It doesn't make any damn sense.

so Plvling a lvl 4 rogue 2 levels should cost the same as Plvling a lvl 45 SK 2 levels ?

Well, power levelers typically charge per level gained or per hour spent.
Would it make sense to charge someone the same to go from level 45 to 46 as opposed to level 15 to 16?
I mean depending on the type of PL, sometimes time isn't the most useful measurement based on how crowded a zone is and/or what zone can be used. Hence; power levelers charge per level gained.
However, I'll agree that changing the hourly rate based on character level is a little odd.
Regardless, if you don't like it, don't buy it.

I charge by level so you know what you're paying for. Also I can hike up the price on certain level ranges if I dislike PLing those level ranges.
Hourly is too structured and unknown. I don't feel like getting lawyered into repaying someone for 5min of their zoning or travel time. Nor would I, as a consumer, want to pay a 60 monk for an hour PL at 25 and not even get a whole level.
Plus if I need to ninja AFK for RL matters, we don't have to figure out how long I was gone etc. We just get you to your next ding.
I like to charge by level also because it is a motivator for me to be more efficient. Hourly their is no motivation. I can get someone 1-20 in 2 hours include several zone changes. I get paid more the more levels I get the person. Whereas hourly I can just lazily be a noob Druid and buff/heal someone. Or I can be a pro Druid and get you more levels.
If you charge a flat rate for all levels yea that doesn't make sense. But most of is charge a tiered rate.
Tl;dr - by level is superior.

Looking at your pricing, that generally actually makes sense unlike a lot of "charge by level" services, since you can approximate a hourly rate and stick close to it. ~3k an hour... except 25-35, which is about 6k an hour.

I used to not like doing low levels cause I was pretty limited by zone (IE Unrest from 10-20), as far as a rate I am comfortable going. Which is why my 1-20 price is pretty high. But now that mobs flee properly when they are the final mob, I may lower that.
But I haven't had much time to PL recently.
The 25-35 range is where most Druids tapper off in ability. If you're a caster who can AE, you're better off paying a bard from 20-50 than you are me or anyone else. However I don't think many monk, necro or other Druids can beat the speed I can PL any class in that level range. Thus the higher price.
And my PLs are indifferent to class and gear. Whether you're an epic rogue with 600k in gear or an enchanter with cloth, you will level at the same speed with me. Whereas bard PLs are limited by class (if you want to go fast), monks are limited by class and gear a bit, necros cap out at lower levels when it starts becoming mana inefficient for them... Etc.
Now that I'm looking at it, my 25-35 level range may be a bit bold in suggesting 3 hours to finish. You'd have to be no exp penalty and I'd have to be crushing it to get done in 3.
