Gnoll Slayer is a crummy 6/28 non-magical weapon. There is no other step nor should there ever be on P1999 if it stops with Velious. The upgrade and second quest step was only added during the Luclin era. I remember this being a fairly relevant issue when P1999 was brand new.

the upgrade is a bane item, there wont be any here

Edit: scratch that, even the original weapon got bane added later, but yeah, quest didnt get extended till then
