Recovering password

Im trying to recover an account. I do not know its password and the email is defunct. Im trying to change the email to recover the password but it says email changing is disabled.

What should I do now?

If you can't access it, the likelihood is its gone forever :(

You mean its impossible to change the user e-mail address in the control panel and use the SMS system to recover the password?

Edit- Was there a notification of when the e-mail system will be fixed?

I don't have the SMS authenticator thing or my P99 account linked to my forum account here.

Not entirely sure how the SMS thing works. If you can get your password text to you or whatever, that'd be great... but sounds like it doesn't work that way.
