The ground shakes as the gods show their influence upon the races of Norrath. Creatures of all types stir to life in response. You feel you should get somewhere safe as soon as possible.

is this all the raid mobs respawning or something?

if so then how fast do some of them go down?

Raid mobs spawn when this happens yes. They are usually all down within 2-3 hours.
