Not to the best of my knowledge. if you put something in them and zone it will poof.
AFAIK at any rate.

They might not have been classic, but shared bank slots are one of those features I miss from Live. That said, I miss the Bazaar and newbie armour quests, which might be why nobody asks me...

You are not alone with some of this. The starter armor quests were a great addition and I'll vote for Shared Bank slots until this server is only a memory. Here's hoping for the best of both worlds, Cheers!

There is a shared bank feature in the game.
One can access this bank from any character on any account.
To use it, simply drop an item on the floor. That item will remain there until picked up by another character (computer or player). Note this process only works for items; if you want to transfer wealth between characters you will need to use something with decent value that has a resell rate close to it's purchase rate such as gems.

Use caution with this method. Don't drop items in an empty zone. Zone servers shut down when the zone goes empty. When the zone server shuts down, it saves all the spawn information to a table (the spawn table) and then stops running to save resources on the World Server. Anything not considered a "spawn" (mobs, NPC's, ground item spawns, doors, corpses) will not be saved to the spawn table when the zone server is shut down.
When the zone server comes back online (by someone entering the empty zone) it repopulates the zone from the spawn table. Because the item you dropped wasn't saved to the spawn table, it's now gone.
The item will remain as long as someone is still in the zone, because the zone server remains up to service the person/people still in the zone.
TL;DR = drop an item in an empty zone and it will probably disappear.
I learned this the hard way.

If you must do it that way (if you can't find someone to do an item transfer) then remember that half of the cities in this game are filled with unused houses. Freeport's multi-room buildings and Kelethin's out-of-the-way huts (for example) make it easy enough to find a spot off the beaten track where you can drop items and not worry about passers-by looting them.

You have time to switch between 2 characters before the item poof. Did that many times.
anyway, you can always find people that will help you with transfer.

Again, not always the case.
First, let me explain what happened to me... I was soloing ent in The Hole and Loam boots dropped. I was the only one in the zone. Well I had them already so I couldn't loot them, so I thought to myself, I can drop a pair outside the zone, and then pick them up on an alt. So I dropped my pair inside The Hole and looted the new ones, zoned out to Paineel and dropped the new ones. I then zoned back into The Hole to see that the boots I dropped in there were gone.
I zoned back out to get my boots, and luckily they were still there, but that's because people were in Paineel when I dropped them, and they were still in the zone when I zoned back out the second time. So I at least didn't lose my boots in the process, but I did lose the second pair.
Now, I'm not saying it's not possible to be successful this way either, because it is possible to transfer items in an empty zone. 2 ways this can be successful, One is that there are what are called "static" zones. These zones are loaded when the server first boots and are ALWAYS running. They do not shut down when they are empty. Static zones are set for zones that are typically heavily populated, or maybe like raid zones that are on timers or things like that, some "city" zones are possibly static as well. They are set by the server admins as to which zones are static. The other way for it to be successful is when the "dynamic" (non-static) zone doesn't shut down right away. There can be a buffer time sometimes between the time when a zone becomes empty and the time when it's ultimately shut down. This time is typically no longer than a few minutes, but can be immediate as well.
So, while it is possible to do the transfer in an empty zone, I recommend against it. It will ensure your item stays there for as long as possible rather than taking the chance with the dynamic server shutting down on you.

Good old drop it on the ground trick. I used to do this fairly often when I first started eq, back then you could drop plat too (not sure if that is enabled here or not). I also ran into my share of random bags full of stuff on the ground from other people doing the same.
Fun times indeed.

Can a dev verify this dropping zone info? And if true, what the time limit is? I've ground transferred items in empty zones many times.

This trick should work if there is no nearby NPC that likes to grab stuff.
It happened to me in Qeynos once: "Guard XXX picks something off the ground" and my item was gone!

Well its a privately run EMU server, I get the bugs and unstable nature of it all. My main fear is how much popularity this server draws. Hell most, if not all, the Twitch live streams are P99, instead of Live EQ. If I was Daybreak Games, the first order of business would be making a classic server and shutting P99 down and capitalizing on this market.
That said, the devs really need to fix shared bank. It would be a huge quality of life improvement.

They disabled it on purpose. It's not a bug. But they ban people for transferring, so they need to come up with something that doesn't punish people for playing correctly and being helpful.

This pops up like once a month and it never gets implemented. If you need a transfer you should;
a.) make friends, they can help xfer
b.) find someone trustworthy in EC to do it
c.) ask someone from a reputable raiding guild in EC
When I need something transferred I use this protocol:
1.) Any friends online and in EC? First choice
2.) Any guildies? Second choice
3.) Any TMO/IB/A-Team around? Ask them to help (only if both chars are already in EC)
It has never failed me. Especially since most of my friends quit playing and I usually resort to option 3 without thinking about it much. And as far as I know if someone skips out on you with your stuff, GM's are known to assist in recovering it.

I just helped some paladin transfer an AoN in EC. Didn't get harassed in any way by the GM's. You just need to stop being a scumlord and maybe you'll catch a break.

to be frank, it's Nil's candy store. People can vote for unicorns and rainbows, but the owners of the server are under no obligation to please the people utilizing their hobby for entertainment. I wouldn't be shocked at all if one day the interest declines on this server enough for the staff to finally pull the plug and they end up throwing a "it's finally over, thank tunare" celebration as opposed to some people assuming they will feel as though they failed or some such nonsense.

True, its the one reason I don't dedicate much time on EMU servers. They can just up and close down with no warning. I will say that p99 does have the best staff out of any emu server I've seen, but its still an emu server. In the end I understand its their decision. I do believe the staff really does care about the server though, otherwise they would of gone for a cash grab like so many EMU server do.
In any event, no matter what happens with the server or shared bank, I think everyone can agree that the project1999 server was and still is a huge success. If anyone would like debate that, I point you to my earlier comment that Most and sometimes all the everquest twitch streams are of people playing on project 1999.

Let's rephrase what you are saying to avoid confusion:
"You may be banned for helping people with transfers because RMTers use 3rd character transfers (sometimes their own) to obfuscate their activities."
They (the p99 staff) do not ban people for transfers. They ban people for suspected RMT activity. And not all transfers are suspect by nature. In fact most are not, so you will generally not be banned for suspected RMT just because you helped with a transfer.
I agree that shared banks could alleviate false implications for some, but there are still many who have multiple accounts who would remain at risk. In any case, if you are innocent, the ban will be lifted.
