temp IP block?

my roomie and i just installed and i logged in, he tried after, and it tells him there is a temp IP block, i log off, and he can log in, then i get the IP block error. Any way to fix this?

No dual ips allowed. unless you get an exemption. uhh i cant even remember how my and my brother got mine honestly.
