I'd say you could probably get at least 1k for it. Braided Cinch Cord cord goes for about 800-1k, and some people will pay more for the novelty of a rarer item (plus it's 1 extra int).

I don't see how that would devalue it for, say, a dark elf. Would you pay more money as a dark elf for the same item if it was human-equippable?

Really depends on class 'n' race.. For example : necros would actually care far more about the hps on the cinch cord (hp = mana for them) than the extra 1 int.. A class like enchanter might want it more, since their juggle to 200int/cha is a little more perilous... And mages are just rich, so eff them. :)
You can also see cinch cords at 500pp anywhere but the re-sellers at the EC tunnel, too. Prices are so whacky on this server..
Plus know your audience: I sell my excess necro spells.. I have far better success /auc'n in OOT/Feerot/Rathe/Oasis than I *ever* would in EC...
And all you silly people selling your man-o-wars and staffs of writhing.. There is no BETTER place on the planet to find willing buyers than OOT/Feerrott.. Use yer noggins ;)

damn, I had one of these on classic.
I used to wear it on my necro (first char) with pride.
people always inspected me and commented on it due to its rarity.
IIRC I paid a little bit more than a BCC for it mostly because it was rarer.
