I think this quest is broken. There's suppose to be a shadowed man behind the building in Mistmoore where you pick up the flower and turn it in. On my screen this "shadowed man" appears as a human woman and says GET AWAY FROM ME! and doesn't give me the scepter but just eats my flower. Someone help me ><
