Hey, I'm a new Shaman and I just dinged level 9. Do I need the STA buff Spirit of Bear for grouping?

No. Most of your buff spells are underwhelming until 29 or so(sow the main exception), and this one gives people around your level maybe 5hp? Stamina line is good later when it's +50 or whatever it is to stamina, and when the people you cast on get good hp/stamina returns.

Do I cast Inner Fire like I would a "normal" heal? Also, does Skin Like Wood do the same? I play a lot with a Druid.

Yes cast like normal heal, but it only works if your target does not have a better hp buff in that line. Skin like wood does not heal hp, only adds to max hp so doesn't work.

I'm playing a low level shammy (currently 15). I use all the buffs available to me and especially Spirit of the Bear and Strengthen. Every single last HP helps.

Inner Fire is fine for healing but it won't work if there are players able to buff with spells like "Center" in group. You'll need to keep Light Healing up for that. Inner Fire is also slower to heal and that can be a problem when someone is dropping quickly.
