My friends and I have sold this service plenty of times, but the old thread doesn't seem to exist anymore, probably since it's been so many months since we've sold this. Anyway, we charge 10k per cloak... and it usually takes about 30 minutes to get the cloak. I know other people probably sell this service for half the price but I cannot attest to how efficient they are at spawning the pegasus. 30 minutes is the average time, but it has taken as long as 3 hours to get 1 before, and a couple of times it took 3 minutes to get a cloak... it's plain old RNG.
To clarify, about a year or so ago they changed the placeholders for this mob from static spawn locations that run in random directions to random spawn locations that run in subtle patterns. I had to do about 20 cloak runs before I really got a handle on exactly which mobs are the PHs, because they don't spawn near each other most of the time... they can spawn anywhere from basically split-paw to lake rathe ZL to half-way to hermit, basically the entire southwest corner of the zone. The only way to identify the PHs is by the direction they walk except for about 2-3 of them that run in a different direction.
Because of this change, rangers are the only class truly capable of doing this efficiently, since ranger track caps at 200... bards cap at 100 and druids cap at 50. Bards can also do this but they will require more people to hold down camps whereas a ranger can track 2 of the Quillmane spawn points while still tracking down PHs.
Basically, this is why we charge 10k.. also because I have to pay at least 1 other person to help hold down the northernmost spawn point. Many people can attest to how good we are at doing this. I use my level 50 ranger named Kivi and my friend uses his druid Galiforn for ports and holding down the north spot. If you're interested in getting a levitation cloak, reply to this post.
