On live during Classic era we trained people who perma camped mobs... why is it against the rules to do so on here?

Because people who train others because that person happens to be dedicated to camping a single spot out of an entire game worth of content have issues.

On live during Classic era we threatned to train people who perma camped mobs... usually we sat around instead of leveling and used /shout to express our butthurt to the person who was there before us. why doesn't the vagisil I bought work?
Fixed.

Define perma camp. If it's truly perma camped, ie 24x7 for weeks on end, then perhaps a message to a GM may be in order?

They can sit there till their skin withers. And a message to a GM about it would probably net you a suspension, lol.

One of the few things I miss about Tallon Zek - PvP made settling camp issues so much more simple.
And the same for Raid mobs as well. It really amazes me that there's more douches on this server than there were on Tallon Zek.

Holding down a camp is kind of part of everquest. You work to break the camp and then settle in for the grind. Anyways here is a link

Even better, let's say you wait 8 hours for the guy to leave....and the guy decides to give the camp to a friend / guild mate. He leaves; the friend/guild mate takes over; you can't do shit about it; such conduct is explained as part of the rules of this server.
But oh no two boxing please...I mean that is quite obviously unfair.

Analogy = Two Boxing vs Holding Camps and Handing them off to Friends
Point of Analogy - Two Boxing is considered unfair by the server. Holding Camps and handing them off to friends isn't either, and sarcasm is meant to emphasize that Two Boxing is unfair, and banned, but holding permacamps in such a way isn't either, but Two Boxing is allowed.
