Since everyone is feeling a bit giddy these days, I too was wondering and I thought how cool it would be, if control of cities could become contested in some way. Norrath-wide pvp I think is just simply unattractive to way too many people -- sorry Red, but you know it's true -- but limited pvp is something I think way, way more people could see as worth playing in.
In that spirit:
Citywars pvp ruleset
-- Players can only be allied in one city at a time. A soulbound key allows a player to visit a newbie area NPC to set or reset to that city.
-- This does not improve faction. If you are a dark elf, you can set your alliance in Kelethin if you want, but you are still KOS there, so good luck.
-- Your city alliance does not decrease faction, but it does code all non-allied merchants to not do any business with you, and all guards see you as having aggod them. Banker exempted. So, dark elf, have fun visiting your home city, that wants nothing to do with you and the guards will kill you as long as you keep up this Kelethin business. I don't care how pretty Maria is.... (She's so pretty, oh so pretty...)
-- city alliance can be reset once per week. (you fickle bastard)
-- pvp is only allowed in the zones immediately outside the actual cities. There is no pvp in the cities, or in other world zones. Life goes on as regular pve in all those other zones.
-- faction effects for killing city npc's in newbie zones and city zones while counter-allied are removed. For example, a DE might be allied with Grobb, and for some reason maybe the Ogre Army decide to take over Neriak, No worries, DE, fight with the Ogres. But the pc's allied with Neriak might put a special bounty on your traitorous ass, so I would not count on strolling through Nek forest there to bank, if I were you.
And what's the gameplay result?
-- Cities become something you want to try to hold, because it is going to be pretty embarrassing if the high elves are slaughtering every lvl 2 in Nektulos, and every NPC in Neriak is dead. Makes visits home require a bodyguard contingent, and kind of depressing, at least it would for me.
-- a boss npc could be designated in each city, the killing of which gives the attacking city rainbows and sunshine and free beer and a x% chance to suddenly cast SoW on a player, everyday for a week. The conquered city has a crying baby effect added to the ambient sound files for a week, and pc's in the city have a x% chance to all of a sudden be hit with a fear spell. The boss has a one week spawn timer, so for the sake of your own dignity, do not let it be killed again!
Just an idea! No harm in having fun thinking up possible new things. Don't shit's not classic me bro!
