Will anything actually happen when these penalties are removed?
The way these penalties were explained to me, was that for hybrids, the penalties didn't decrease xp gained per kill, but increased the xp threshold for each level. If that's true... will the thresholds for each level just be lowered? Would it be possible to gain levels based on xp already gained, if your total xp is greater then the new level thresholds?

I think like 1-2 months after velious release. As for the other stuff nomidea.
Just removes your active gain of xp, nothing retroactive,
The way it basically works is that grouping with a hybrid counts them as several levels higher than their current level in terms of the "xp pie"

ifit follows the same timeline (which they said in the podcast it will) then it will be 2 months after release.

They don't remove the penalty, they implement a bonus to offset the penalty. So if you have a 20% xp penalty from your class then it is changed to get +20% more xp. That way it breaks even.
