Temporary IP Block Issue

I made an account last night and I'm stoked about finally playing the classic everquest ive heard about from my girlfriend's family who played back then. Now they want to play so im putting the eq titanium on their comps and making accounts for them on forums. So far only 1 more account has been made not including mine. We want to play on the legends server with high pop. 1999 velious or something similar. But after i created my gf's mom's account and logged her into server when i try to log into the server with my comp im getting a message of our ip having a temporary block. my questions are -

- is there some type of automatic block where only "x" amount of accounts can be made within a certain time?
- or is this some sort f random bug that im not aware of because im new to p99?

there is going to be a possible 5 accounts made on our ip address. (gf, gf's mom, gf's dad, gf's nephew and mine)

Ive had a perfect experience with everyone ive met so far so im looking forward to a quick reply XD if not its okay but lets see how active the community on the forums is.

Once you have the exemption, don't abuse it. If there's nobody else in the house or able to play, don't think about logging someone's cleric in to buff your monk etc... they know!
