It was bunch of 50s buffing their alts, mass pulling zones and killing it , mass chaos.
They locked it and should be removing all the people that took advantage of it.
You would figure that would be the first thing they had turned off / fixed.

Kind of. An Apple engineer definitely did not design it.

Its a good idea but overly complicated, non-intuitive, and it seems like if you're the group leader you retain absolute control to make decisions and/or ninja loot.

Click the "Leave" button. After the loot timer passes, anyone can loot it. Click "Never" if you never want to be prompted for that item again. You can import/export filters between toon, etc etc. I love the new system for solo play. Not to sure on it for group play yet.

Cool thank you. If I'm grouped with my fish turn in char, how do I give the fish to that char?

The group lead can assign loot I believe. OR set a master looter, etc etc. Try right clicking on an item in the loot window. I've not played around with it enough in group to give you details yet. I think it may not be too random group friendly as it puts control of all loot in one persons hands.
