Soulfire only usable by paladins when velious launches?

1) Since p1999 will never implement luclin does this mean this change will never be applied here ?

on red99, paladins are the only class that can use soulfires

Soulfires, recharging, MQ and Chardok AE are all as gamebreaking as Ivandyr Hoops imo.
