What Level to zone into Dalnir?

Can anyone confidently confirm what level you need to be to zone into dalnir? At level 1 I'm to low to pass through the "portal"

5. Besides the planes there are no classic level restrictions on zones. Except maybe VP, never been there.

I saw somewhere recently that a lvl 1 can zone into VP if they complete the quest. Don't know if it's true or not.
