Can be done at level 1 please message me on the forums for the details or message Zoesha or Russtic in game I will not respond to thread bumps. You are required to pay upfront in EC and have a char parked in CoM for the final fight.

You also need MAX faction which Id suggest asking Jygia for help with this if you don't have it.
