Staff/Devs,
Do we have to wait for this to be implemented according to timeline or could we get this at release?
Honestly, there is no gain or loss in regards to waiting for the timeline or not, however it would be helpful to players.

No, end of Velious.
11 months after release
http://www.tski.co.jp/baldio/patch/20011107.html
Added /targetgroupbuff. Type /targetgroupbuff on to activate, off to turn it off. When on, all group buff spells you cast will require a target but will affect everyone grouped (and in range) with that target, even if it is not your own group. When it is off your group buff spells will act normally. This will only work with group buffs that have a duration, and will not affect heals, portals or change form spells.

Argument:
There were several changes/updates and "bugs" that were fixed. The time line for these were 'a variable' for this/that or any other reason.
Was it on the board for development at Velious release? No one will know if you weren't on the dev team working for SoE at the time.
Was it something that the devs finally implemented due to complaints/suggestions on their forums? Don't know that.
In this particular game project (P99) can they implement particulars when they wish because over all it was either a fix, or maybe should have been implemented?
My thought is, this functionality made the game much more manageable for the player base. It did not give an unfair advantage to anyone on the customer side, nor company side.
Overall it pleased the population.
EDIT:
Also remember...this project is absolutely awesome, but no matter HOW you look at it, IT IS NOT CLASSIC! Classic is exactly what you played 15+ years ago. This is an amazing project that emulates it, and the staff does a damn good job. That doesn't mean they can't learn from the past and implement something they feel would be helpful for the player base and/or fix known bugs immediately instead of waiting for a time line to fix them.

And target rings.
I can't wait until UI is locked to one chat window and one bar of hotkeys.
Would probably have to compromise and remove text logging to prevent undue advantage from dynamic log parsing tho.

And stand to cast, and con color around target box.
Pretty much every quality of life change people just bitch and moan about until time passes then it just becomes the norm.

Velious UI.
Velious UI.
The Velious UI built into Titanium still allows for multiple hot bars and chat windows.
Implementation needs to be mandatory to level playing field. People with 4 bars of hotkeys and chat windows have significant information and efficiency advantages versus those going classic.

Sounds like they failed to adapt and evolve, suckers.
