I would say giants for the ac bonus... but since there are rumors of ac being broken i dunno. Maybe skyshrine?

That's not really how this works :P
The short answer is none of them.
The long answer is all of them.
If you're a raider on P99, you're going to kill what's in front of you. You're going to kill Tunare. You're going to kill Dain. You're going to kill Tormax. You're going to kill Yelinak. The time that it becomes important to faction is when you're prepared to turn in a dorf/giant/dragon head for fat loots. Until then, you just turn in whatever armor is convenient at the time, whether you're turning in stuff you looted yourself, getting MQs from your guild, or buying them.
By the way, gear with the exact same stats as thurg quested armor drops in PoG, so you probably won't ever need to bother with getting dorf faction above indifferent or so. You can do all the way up to the last ring like that, and *then* you would want to work on going max ally to Dain/Coldain.
That's how you Velious.

Long term? Dwarf for unlimited DA scrolls from 10th ring turn in. The giant armor is superior to dwarf armor, but there is no long-term continued reward like there is from dwarf. You also fail to mention dragon, which has MANY more quests than giant, the quest armor generally has better stats than giant (trading lower AC), and you can ally both dwarf and dragon at the same time.

The long answer is all of them.
I agree with this if you're a raider. Regardless of your class play the field. There are 4 basic sets: Dorf, Dragon, Giant, Planar. Some pieces of each is what provides optimal results. Faction is very easy to get and lose in velious so any faction other that Plane of Growth (once its lost its gone forever) can be sacrificed temporarily and regained.
If you're a grouper, but not a raider then the answer is Dorf. You are not killing shit in ToV without a raid but you can farm the hell out of kael arena with a handful of people. You keep faction to do ring quest, and if a caster to do shawls. You can repeat thurgadin gate potions for transport.
Planar is obtainable for the classes that get velious planar armor with hate/fear revamps regardless of guild status. To get armor from plane of growth you'll need to be in a guild that's willing to go thru the pain of a PoG raid to get it.
Plane of Mischief also has armor that is quested and can be done with a small number of people but would be extremely time consuming. These camps in PoM are also likely to be highly occupied.
If you're serious about max'ing your armor slots you need to check out all of the sets and pick which pieces you want and can get based on your guild or non-guilded status. You'll need to look a bit farther to see what drops outside of armor sets, say ring event pieces, quested items, etc.

Most folks will go with what their guilds decide to do.
