looked for Rushka Deklamoor in East Commonlands and couldn't find him

They are dropped from mobs in velious.

none are sold from merchants? wiki says theres a merchant in EC for the lower lvl spells

Wiki is player edited. Those merchants aren't available at launch. Not sure exactly when they get added.
