Are you watching Netflix when it happens? Seriously, sometimes if I'm watching Hulu or Netflix in another screen, it does weird stuff to EQ (just like what you described) when it is loading or buffering. I also notice both Edge and Internet Explorer trigger the same effect if there is a flash player error. Even loading up EQauctions Ahungry in IE does it sometimes. Other browsers don't seem to do it.
That's all I can think of at the moment.

I get the same thing, especially running around Kelethin (yeah, I know...still in the newbie stage). I've got my mouse sensitivity up fairly and I'll catch those same spike, usually when I'm climbing a ramp and get to the top, or when approaching a platform...next thing I know, I'm dead on the ground. Only happens when I'm moving.
Looking for a fix myself, since the Performance thread mentioned under the stickies I can't hit (page cannot be displayed).

Getting huge lag spikes when combat starts to the point that its unplayable. Was fine 1 moment then other moment its totely lags out.
Seems to be worse on my Rogue then shaman. Tried to delete UI files and such but that didnt work.
Copied the EQ folder to other drive. Didnt work. Tried rebooting couple times until it somehow worked fine for hour. Then crashed and it was back.

I also get an occasional lag spike which freezes for a second and changes directions. Have a strong PC and very fast connection. Doesn't help when it gets you killed swarm kiting. That's actually why I recently had to stop.

Doesn't sound like lag to me. Sounds like it's the typical mouse controlled look or whatever and suddenly you are looking 90 or 180 degrees the other way.
Only thing that fixed it for me was RAMDISK. AMD RAMDISK is free, you should try it.
Could be mouse look.
Could be dual core issue.

Seems that log file are creating this lag. Turn on them on then off and lag was gone..
