Has a stacking issue in PVP. As a MR/FR/CR debuff that should be irresistible it should always land. Frequently get "Cannot take hold on your target"

I'm pretty sure it's the wizards' Staff of Temperate Flux debuff. I think Occlusion debuffs more, though, and it also debuffs MR; so shouldn't it overwrite LowerElement?

If anything it should override then. Lower element debuff sorta sucks, altho I forgot the exact amount, it's not much
