Reboot your PC then try again? Pretty sure I went through the same thing and a reboot did the trick.

I has this also, turns out I was unzipping to the wrong EQ Folder. Worth a check.

Did you install EQ to the program files directory or its own directory?

Do you have admin privileges to modify program files?

Do you have an antivirus running that is deleting the file as you unzip?
