Circlet of Shadow won't ever be nerfed. Are you asking if Circlet of Shadows is dropping yet instead of the Circlet of Shadow? (I don't know the answer to that one.)

Mine is gone on live and I'm not happy about it. Some time between 09 and 13 it disappeared. It's still on my magelo, but gone on my toon last I checked*

*last I checked = sometime in '13 and yesterday. Quit in '09 with much fanfare

It will no longer drop as of the June Patch, which they are working on now. So.. soonish i would think depending on dev time
