They're made like any other potion. Each one is a single dose potion that can be combined as either 5 or 10 dose in a Bearskin potion bag. Recharging would be possible only if at least 1 dose is left on the potion. These are likely more expensive to recharge than to just buy a new multi-dose potion.

What Trajor said - although I have not yet tested how they sell to a vendor and how much it is to buy them back. I prepare 5 dose, as those are the "handiest portion" to sell, but upon order, I can deliver single doses or 10 dose.
